Maybe its my English, as I am not a native English speaker, but what in the wording of the question required/hinted that R2 should actually use the TE tunnels (autoroute announce)?

I wouldn't say it is wording related thing ;)

Let's see what options we have to redirect traffic to our brand new tunnel:

- autoroute announce

- static route

- PBR

We can exclude static immediately as it is not mentioned in the task and by default it is prohibited.

PBR - it is not easy to definied which traffic we want to redirect via tunnel, but if you wish I believe you could use it as a alternate solution

Autoroute announce is the easiest/fastest way of dealing with this "issue" and if it is not prohibited in a task I would always use it.

I'm not sure if I understand your doubts correctly, because both tasks 4.4 and 4.5 are called MPLS Traffic Engineering. But more important thing is the first bullet point in task 4.4:

"AS2456 will be implementing MPLS Traffic Engineering to guarantee transport between MPLS based VPNs"

VPNs are built based on VRF/MPBGP configuration where Loopbacks are used for peering. When you enable Autoroute Announce in MPLS TE routes to Loopbacks are via Tunnel, which is, in my opinion, expected behaviour for these two tasks.
